From 6 April 2026, Chapter 11 of Part 2 ITEPA 2003 applies to qualifying labour supply chains involving umbrella companies. Where the rules apply, the relevant agency — or, in certain cases, the end client — can be jointly and severally liable with the umbrella company for amounts due under the PAYE provisions.
